The UN Institute for Disarmament Research (UNIDIR) is hosting the second part of the three-part 2024 Cyber Dialogues, convening diplomats, policymakers, and members of the multistakeholder community for a discussion on the developing rules, norms, and principles around responsible state behaviours in the use of information and communication technologies (ICT). The March dialogue will focus on the differing roles and responsibilities that state and non-state actors play respectively and the application of interlinked norms in various ICT incidents.
